richo_00
.I have about an 9cm oscar in a 3ft tank I was wondering if I could put any other fish in with him?
none
So long as the three footer is just a temporary grow out tank (and it would need to be as just the Oscar will outgrow that anyway), yes it can be. Other American Cichlids, Pleco, Salmontail Catfish, Tinfoil Barbs - lots of species are suitable. Just remember all these fish grow fast so you will need a MUCH bigger tank sooner than you think. These are also messy fish - lots of food in = lots of food out. As such good filtration and water maintenance essential.

none
Lots of fish are suited. No one species is "best". Depends on the ultimate tank size.
